Returns the number of births per annum for a population with fertility FertHandle and denstiy PCurveHandle. In terms of the fertiliy rate \(f(x)\) and population density \(p(x)\) the number of births \(B\) is

$$
The integral is calculated numerically with an accuracy controlled by the optional parameter Epsilon. If not specified it defaults to 0.000001.
